Texas' prison population is growing slower than expected, and new prisons will not be needed within the next two years as earlier projected.

That's the conclusion of a Legislative Budget Board study to be made public on Monday, a report that attributes the good news on a slowdown in the number of new felons, a slightly increased parole rate, fewer revocations to prison from probation and parole and the projected impact of new treatment and rehabilitation programs approved by the Legislature last year.

The report has been eagerly awaited by prison officials and legislative leaders, since it is the first hint on whether two expensive new prisons — authorized by voters in November — would have to be built.

Their construction could have triggered other problems, as well, as existing prisons struggle with chronic staffing shortages that have recently raised security fears and legislative concern.


Clinton Remained Silent As Wal-Mart Fought Unions

An ABC News analysis of the videotapes of at least four stockholder meetings where Clinton appeared shows she never once rose to defend the role of American labor unions.

The tapes, broadcast this morning on "Good Morning America," were provided to ABC News from the archives of Flagler Productions, a Lenexa, Kan., company hired by Wal-Mart to record its meetings and events.

A former board member told ABCNews.com that he had no recollection of Clinton defending unions during more than 20 board meetings held in private.

The tapes show Clinton in the role of a loyal company woman. "I'm always proud of Wal-Mart and what we do and the way we do it better than anybody else," she said at a June 1990 stockholders meeting.

Clinton would not agree to be interviewed on the subject but now says she no longer shares Wal-Mart's values and believes unions "have been essential to our nation's success."

The videotapes do show that Clinton used her role to push for more environmentally friendly policies and better treatment of women.


BJ's Wholesale profit rises sharply, beats Wall Street forecast

NATICK, Mass. -- BJ's Wholesale said its fourth-quarter profit increased fourfold, beating Wall Street expectations, as the warehouse club benefited from a retail environment that's benefiting discount stores.

BJ's Wholesale Club Inc. reported today that its net income rose to about $50 million, or 80 cents per share, in the three months ended Feb. 2. That is up from a profit of almost $12 million, or 18 cents per share, in the fourth quarter a year earlier. Sales rose 2 percent to $2.48 billion.

The latest quarter's profit beat by 6 cents per share the consensus forecast of 74 cents a share by analysts surveyed by Thomson Financial.

Massachusetts-based BJ's cited strong January sales, favorable profit margins and lower-than-expected expenses.
