This place is called Foula, and it is Britain's most remote inhabited island. To get here, you can either catch a small twice-weekly ferry, which in winter is more often than not stuck in what might generously - if not very truthfully - be termed Foula's harbour, or take a tiny eight-seat twin-prop Islander aeroplane that flies whenever the prevailing force eight is kind enough to blast straight up or down, as opposed to across, the homemade landing strip. This does not happen every day. Astonishingly, people live here. It's hard to say exactly how many because they come and go a bit, but at the moment it is 21, 22 or 24, depending on whether you count Magnie Holbourn and his girlfriend, who have been away but appear to have come back, and the baby born four months ago to Amy Ratter and her partner, Wullie.
III. Obstacles to Reform
Poor financial controls allow such practices to flourish.379 Military finances, like all public spending, should follow good fiscal management practices.380 This section analyzes the Indonesian governments financial management of the military sector and levels of transparency. It identifies a number of major shortcomings and finds that, despite some efforts to improve financial controls, the military remains a weak area. As a general matter, the Indonesian government has acknowledged the need to improve management of government finances and taken steps in this direction.381 The progressive implementation of overall reforms is welcome, but there have been delays in applying these government-wide finance reforms to the military sector. Moreover, targeted efforts are needed to make military finances publicly accountable.
Penalties piling up for nursing home
A Davenport nursing home faces $25,500 in state fines for poor care of its residents.
ManorCare also faces federal fines of $450 per day, which so far total $12,150.
The nursing home's state license has been placed on conditional status, and government officials have prohibited ManorCare from admitting new residents who depend on Medicare or Medicaid to pay for their care. .
Canucks fall to Avalanche in shootout
Colorado is one point back of the Canucks, who enjoy two games in hand. "I think we deserved better," said Canucks forward Alex Burrows, who made it 2-1 with 1:45 left in the third period. Killer to serve at least 38 years
A man has been ordered to serve at least 38 years for the sadistic murder of a family-of-three who were bludgeoned to death with a hammer. Pierre Williams, 33, of Selly Oak, Birmingham, was given three life sentences for killing former girlfriend Beverley Samuels, 36, her daughter Kesha Wizzart, 18, and son Fred Wizzart, 13, at their home in Manchester on July 12 last year. Judge Mr Justice Christopher Pitchford said: "Pierre Williams is a man with a low threshold for sexual frustration. "Just as he had in the past with a previous girlfriend, he took out his frustration by treating Beverley and her daughter with gross sexual aggression. "Only he can know what terror and pain he inflicted upon them before they died." The family were beaten to death with a 2lb engineer's hammer and Mrs Samuels and Kesha - a former Young Stars In Their Eyes contestant - were sexually assaulted.
Weber contemplates 'playing 'em all'
No players stood out the way Mike Davis and Bill Cole did that night. This was a 15-0 start with a lineup that included Brian Randle, Trent Meacham, Davis, Mike Tisdale and Chester Frazier. Meacham ended up leading the scoring with 12 points on 5 of 8 shooting. Randle was 4-for-4 and had eight points. And Tisdale, Cole and Chris Hicks had seven each. Weber admitted the redshirt question is still uncertain and he said he may not redshirt anyone at all. My guess is he'll start out keeping a couple players on the bench and if something happens during the first couple weeks (someone plays very poorly or an injury), he'll press them into action. He'll be talking with players and parents over the next few days and explaining the consequences of playing, then realizing there are not enough minutes to go around.

Smoltz pulls up shorts (and socks), goes to work
He'd still pitch in plenty of games, just not every fifth day. The way he figures, the plan makes sense this spring for two reasons: It would better allow him to work on the two-seam fastball and curveball he wants to hone; and would allow the Braves to get some starts for the several pitchers who will likely compete for one or two jobs at the back of the rotation. Smoltz said the Braves' improved depth should help him and Tim Hudson feel less pressure to carry so much of the load for the pitching staff. He thinks it might allow Smoltz or Hudson to skip a start or two, if one of them has some soreness, the kind of soreness they wouldn't have let keep them out of a start when the short-handed Braves relied on them so heavily for each start in recent seasons. "I'm not a 'glass' player, I'm not fragile," said Smoltz, who pitched 205-2/3 innings last season and had his first DL stint since 2003, for an inflamed shoulder after he slipped while making a warmup pitch in an early season game.
