| Gotta love the bump -- to a better grade of service
They worked the system. To unlock the secrets of free or discounted upgrades for planes, hotel rooms, rental cars and cruise cabins, we went to industry experts and frequent travelers. Here are their tips. AIRLINE UPGRADES Use the upgrade certificates airlines send you for being a frequent flier, or ask friends holding transferable coupons with looming expiration dates if you can take them off their hands. Though airlines most frequently award their elite passengers upgrades, it never hurts to be the first in line at the gate counter and inquire about a bump in class. (Ask the gate representative, not the check-in agent, who does not control domestic first-class seating assignments.) Alternately, don't be the first to board; hang back in case economy seats are needed and there is extra space in first class -- you just might be offered that elite seat.
Taking control: The do's and don'ts of battling weeds
Before shopping for an herbicide, identify the weed and determine why the weed has become a problem. Are you mowing at the correct height and removing no more than one-third of the height? Perhaps the grass is stressed from foot traffic, shade or too much water as a result of over-irrigation? A healthy lawn can keep weeds from becoming established, but this involves following good cultural practices. Examine mowing, water and fertilization practices to combat weed problems. When selecting an herbicide, read the fine print on the label to make sure it's safe to use on your lawn and will control your specific weed problem. Now is not a good time to apply weed and feed products because it's too early to fertilize lawns. Wait until the grass shows signs of new growth and then apply a good- quality fertilizer to the lawn.
Finance Board Reallocates Fall Funds
For events occurring during Spring Quarter, $33,657.20 was taken from the Spring unallocated fund. Thus far, a total of $99,884.20 was distributed from the spring unallocated funds during Winter Quarter. Finance Board member Jose Raygoza said that members should carefully consider the usage of money set aside for future quarters. "We're running out of funds very quickly [and] we've already started going into the Spring account," Raygoza said. "We definitely need to start figuring out our priorities." During the meeting, members discussed whether to fund sports club expenses, despite a precedent of refraining from such actions in the past. The Baseball Club requested $10,175 from the board, including umpire and field fees. Since the Baseball Club's games are held at local high school fields, the board's bylaws restrict them from funding the group.

Science China Aims to Capture All Coal Carbon Pollution
The second hot scientific topic is the question of whether global warming is even bad. Definitive answers are not in, but most reasonable scientific research has concluded that most effects are negligible and that the results of global warming could be beneficial. Last is whether it is temporary or permanent. The Earth is certainly warming, as are other planets in the Solar System, sugesting a Solar event. Another fact, is that the Earth has been much warmer than it is today in the recent past. Greenland was aptly named because it was far more temperate than it is now. A single erupting volcano can spew out more "pollutants" than over 100 years of human activity. And certainly everyone has heard of the "ice ages" where periods of the earth were at different temperatures. So you can believe that the Earth goes through regular temperature cycles, or you can believe that the Dinosaurs died out because they couldn't control the pollution in their dino-factories.

City district, ex-chief set to move on
John Q. Porter committed any criminal act. In fact, a number of documents discovered in the possession of the school district tended to exculpate or explain away most of the allegations made against Dr. Porter by the board," Prater said. Prater added that he was surprised that investigators were "very easily" able to obtain documents that exonerated Porter. But the 278-page report issued by the district attorney's office doesn't leave its subjects unblemished. The revelation of internal financial processes is prompting the district to review all of its policies and procedures, and some school district employees and board members who were interviewed were critical of Porter's behavior while he was superintendent. The report from Prater's office covers 15 allegations. Prater said possible criminal acts that could have applied were fraud and other "white collar-type crimes." Retired U.S.
